Found this online. Seems the hand and foot restraints with a chain attaching the two are standard procedure for the transportation of a prisoner. No mention of where the hands are cuffed at, but I would imagine that making an inmate ride in a vehicle for an extended period of time with their hands shackled behind their back would be considered cruel and unusual. Also, for longer trips, they are fed and given water while in transit, and a toilet is located at the back of the bus, thus the necessity of the hands being in front, not behind. Local municipalities would be different due to the short travel time of a trip within a city or county.
Preparation for Transport in the Federal Bureau of Prisons
Institutional prison transfer protocols are fairly standardized. Newly convicted inmates who are entering federal prison for the first time generally cannot bring any property with them with the exception of glasses and authorized medical devices. Inmates transferring amongst federal prisons, on the other hand, are called to Receiving & Discharge (R&D) a few days before their transfer and issued green property bags, which they then place their property in and return to R&D. Prison staff handle inspection, inventory, and shipping of this property to the prisoner’s new location.
On the day of transfer, federal inmates are called to R&D, where they are thoroughly strip searched, dressed in either a one-piece jump suit or a white T-shirt and elastic-waist pants, fitted with slip-on blue “bus shoes,” and restrained with handcuffs, a waist chain and ankle shackles. With the exception of prescription eye glasses and necessary medical or dental prosthetics, federal prisoners are not allowed any other property on their person during transport.

PDSmith, that seems to be for a bus transport, and the buses I have seen used have a gate/fence between the inmates and the driver. with someone just sitting in a backseat, they could move forward fast enough to hit/distract the driver at least enough to possibly cause a wreck, if not worse. Even the shotgun rider may not have enough time to react and prevent... and of course, there is the annoying, childish kicking of the driver's seat to contend with...

I’ve been thinking about the subject - probably too much - and I’ve come to a conclusion:
it really isn’t about the handcuffs, and whether they were in front or in back - or whether there was a shield/cage separating the criminal from the driver... no, no, no!!
it was about giving LaMere the freedom to move close enough to LJG to get in his ear and taunt him...
so, the writers probably didn’t give much thought at all to the handcuffs; this was a scene written for Gibbs sake...
basically, the majority of NCIS is about Gibbs! always has been! no matter what goes on in the lives of the other characters, this has been about him! he is the team leader, the main man, the super sniper, the rogue, the survivor of all things deadly - including a boat that was blown to smithereens!
which brings to mind the next question: if Mark Harmon actually leaves the show - or cuts back on his screen time - realistically, how long will the show go on without him? will the viewership drop to the point that the show will finally pull the plug? 🤔

nas, no idea how long NCIS lasts without Mark Harmon, but this season may be the last. CBS wanted to cancel it and only Mark agreeing to do some episodes this season stopped that. Tonight's episode marks Mark Harmon's last regular ep as full-time lead. We don't know how many episodes he'll be doing, there's only speculation. For all we know, he may show only up for the last episode of the season. So, starting next week, the ratings will tell us how NCIS survives without Gibbs. I'm for one will probably out, because McGee doesn't do it for me as team lead, however temporarily that is. Plus I dislike Cole's Agent Parker aka Agent Douchebag. Whoever thought Parker could be a replacement for Gibbs, need to be headslapped into next year. Except for Fornell all FBI agents on the show could be described as jerks/bullies/douchebag/whatever, none were solid competent friendly investigators. Plus with Gibbs leaving Parker is not needed anymore. The few mentions were Gibbs may be, don't give enough reasons for him showing up on regular base, let alone getting involved in NCIS cases. I'll probably read the recaps on other sides and then decide if I watch the episode or not and will only tune in when Gibbs surfaces again.

I guess no one else caught the reference to last season's episode "1mm" in the beginning of this one. Also referenced later in the show.

I clearly did not ... in the earlier seasons I might have but as the season have gone on and my memory is not the same lol ...

First reference is in the opening scene while Parker is ripping Gibbs for taking the shot, the Dr. comes out and says the bullet just nicked an artery. "1mm higher and it would have been fatal." Second was when Lamear was getting into Gibbs head, one flashback was McGee running in the airport parking lot and getting shot by Gibbs.

Or maybe no one cared. Caught the reference right away... and rolled my eyes - gibbs is such a perfect shot that he can come within 1mm of killing someone, at least twice! (and they recover quickly to live a long and fruitful life - or maybe just long enough to blow themselves up)
