Always possible he didn't want to do it. He's probably already had a taste of being compared to his dad, so I don't think that's it. More likely he wants to get out of his dad's shadow and establish his own career and a long term role playing a younger version of his dad's role isn't going to achieve that. It's the same reason Nicolas Coppola changed his last name to Cage. Actually, he hasn't done much in regards to a career as an actor besides NCIS. He had two more series guest gigs that were notable and the rest are (short) films that the majority never heard off. Then he did a lot of stunt work. That also doesn't help in name recognition. So, getting the lead in a series actually would be good for him in terms of a career, to make himself a name. Even if it's playing his dad's role. Because right now he lives on his last name reputation which is based on his dad. And producing while his dad is also a producer on the show, Sean will be in his dad's shadow there too. Also possible he decided acting wasn't for him - lots of people start jobs then decide it wasn't what they expected - and decided to try working behind the scenes instead.

My niece has a masters in forensic anthropology & was lucky to get a job at a medical examiner’s office as a deputy coroner. She has some interesting stories. She has said many times about real life isn’t CSI, Law & Order, NCIS. But she loves her job.

That education must make it extra annoying to see DNA run in an hour when it takes more than a week in reality.

Not seeing it. Doesn't look like young Gibbs at all to me.
And speaking of young, umm....he looks a bit old to play a young Gibbs to me as well. Though I suppose it depends on how far back they go for the "Origins" timeline.
I guess we'll eventually see how this turns out.
The show is set in 1991 and a quick search shows Gibbs' birthday as November 21, 1954. (I'm pretty sure they showed his birthday on the headstone when he visited Shannon's grave at the end of season 15.) So that makes him 37 at the time of the show.

NCIS casts female lead in new spin-off show
NCIS: Origins has cast its female lead character, who will front the prequel show alongside young Gibbs.
The series will follow Leroy Jethro Gibbs from 1991, shortly after his first wife and child were murdered. He joins the NCIS Camp Pendleton office, and starts his career under the guidance of NCIS veteran Mike Franks.
Deadline reports that Mariel Molino has been cast as Special Agent Lala Dominguez, a new character previously unintroduced to the franchise. She's described as a former Marine who uses a dark sense of humour to navigate the male-dominated world of the time.
It is said that she and young Gibbs will have a storyline that is "filled with sparks" and set to feature plenty of mystery, twists and turns.
Austin Stowell was previously announced to be playing young Gibbs, while Mark Harmon will return to provide the narration and serve as an executive producer alongside his son Sean. They've also co-written the first episode.
"The character of Gibbs has been an important part of my life for 20 years, both in watching my father craft the role and previously having the honour to play young Gibbs myself," Sean said.

if they’re referring to a romance here, then they are way off base, aren’t they? if this series supposedly starts shortly after Shannon and Kelly were murdered, then I would think LJG would be a little too shattered to be involved with another woman, right? (I’m not quite sure when wife #2, the shrew Diane Sterling, came into his life 🤷♀️; how many years after the death of Shannon and Kelly?)
I have a feeling that any resemblance this prequel has to the 21 seasons of NCIS that we’ve been watching is going to be purely coincidental…
