I know shows that might get cancelled sometimes have to wait to see how many episodes they will get but I also thought it had been a few years since NCIS did not automatically know they’d be doing 24. Perhaps they were waiting to see the viewing figures. The fact they have not had a break yet and shows don’t finish until May led me to assume a 24 episode season.

2017 is coming to a close and we are just under halfway through season 15 of our show. Over all, I have to say I'm a little disappointed with the quality of the writing. While the new showrunners are doing a good job, it seems that the last several episodes, especially the holiday themed shows and the birth of the babies, have been run on auto pilot. There have been some good shows this season, but nothing stands out like in the past when I couldn't wait to watch an episode again on CBS all access. Not so this year.
I know that every season has it's duds, with 23 to 24 episodes a year, it's hard to stay on top of the game week to week. Still, with the two veterans running the show, and with several executives still with the show behind the scenes, one would expect/should expect, a better quality of production.
Perhaps my standards are high, perhaps the cast changes over the past four years have caused a chemistry problem that will take time to blend correctly, but whatever it is, the magic seems to be missing this season.
I feel that I am not the only one who feels this way either. The lack of activity on the board over the past several months would lend evidence to support my thoughts.

There is definitely a chemistry problem resp more than one. The biggest one this season and it's pretty obvious: Gibbs and Abby. Obviously something did happen behind the scenes and one of them or maybe even both refused to do scenes together.
The current new problem: Maria Bello - the new regular cast member. Why she was made regular is beyond me. When Ducky is there, she is downright expendable. Furthermore, I don't see having her a good chemistry with Gibbs and Co. and she takes away screentime from the ones we know. I really hope they don't go down the route of her becoming Gibbs new love interest. A forensic psychologist may be useful in some eps if Ducky isn't there, but for that she could be recurring like Joe Spano as Fornell. Sloane's not a fulltime agent and therefore don't need to be in every episode.
The continuing problem: Duane Henry as Clayton Reeves. Half of the time he isn't there, so he cannot develop a good chemistry with most of them.
And the upcoming new problem: the TBA new female regular cast member. If somehow she will be the replacement for Abby in the future, it makes sense to introduce her early. But right now, I say it's too much.
The story quality is hit or miss this season so far. Most of the episodes have some flaws, even clearly detectable by laymen. Smaller flaws can be overlooked but some leave gaping holes in either storyline or agents behaviours like the hostage situation in Episode 9. The babies birth should have been the subplot but it overshadowed the other part; both parts had flaws, but the hostage situation was clearly bad.
Let's hope the second part of this season will be better.
