Better episode than last. Reminded me a bit of the one they did years ago involving Abby, a dog, and homeless vets. Found the idea of getting help where it was needed by committing a crime a strange bit of reasoning. I was reminded of the old Washington columnist Drew Pearson and his comment, "In this country all the right things get done for all the wrong reasons." Not the first time NCIS has done this. I think it was season 7 during the Mallison arc, but they had dirty bombs being set off by a private defense contractor to scare Congress into approving a bill that would get them a ____load of money.

Does anyone know who Cody James Reedy is or what his connection to NCIS ( the tribute at the end of the episode)?
