TEASER:
Recap of scenes most from 'Nature of the Beast' to give some backstory.
Cut to two kids playing on a street, talking about how nothing ever happens. Cue the irony as there is a screech of tires, the sound of a crash, then an annoying car alarm. Naturally the kids take of running toward the noise, find a crashed pickup with the passenger door open. One of the kids climbs inside to check on the driver who has his head laying against the airbag. The kid pushes him back against the seat to reveal a bullet wound in the neck. Also, he is wearing camoflage.
ACT I:
* McGee exits the elevator and comments on it being unusual for him to be the cheerful one.
* Tony and Ziva trade barbs about who is the more pathetic - him for chickening out on seeing Wendy, her for going 8 weeks without a word from CIRAY, Ziva says 7 weeks.
*Gibbs enters and says they've got a dead Naval officer to check out.
* Dead Navy officer: Commander James Barnsway. Passenger door open but kids didn't see a passenger. Pickup shows no skid marks, so it never hit the brakes before crashing, skid marks are from another vehicle that appears to have fled the scene. Gibbs finds the shell casing, comments on no shot heard, discusses with Ziva that it was a remarkable shot, especially with a silencer.
* Tony and Ziva interview the woman in the house directly across from the crash - older woman with a well behaved Tabby cat who likes to say she doesn't like to get involved. She saw an SUV of many colors drive off and a blonde girl get out of the truck and run into the woods. She knows the officer but didn't know the girl, only that it wasn't his wife.
* Interview with the wife. Blonde had called needing help, but the wife didn't know what she needed. Says her husband would do anything for a friend.
ACT II:
* Team giving background on Commander's service record. Deployments in Iraq, Bahrain, Sao Paulo, Naples - Tony reacts to Naples. Phone records show the call received by the Commander came from a burn phone. No known enemies of the Commander. Gibbs gets call from Abby and leaves, McGee and Ziva quiz Tony on his reaction to Naples, Tony denies his reaction meant anything.
* Abby's Lab: bullet has no forensic indicators at all, pretty much useless as evidence. Next the truck's GPS history: truck had driven in a complex pattern, but it traced back to a motor lodge. Not said, but seemed obvious there was worry of being followed. Abby gives off indicators of hunger during briefing and Gibbs just happens to have a wrapped sandwich to give her rather than a Caf-Pow.
* Motor Lodge: Room had been cleared out in a hurry. Desk clerk had not asked for any ID and took payment in cash. Girl had signed in as Belva Lockwood - Tony recognizes the name as the first female to run for President in 1884. Back to Abby and McGee reviewing security footage while the team is still at the lodge - footage is "beyond blurry". Footage shows she had returned to the room half an hour before the current time and left 5 minutes later. Team exits lodge and notices a truck stop across the street - most likely place she could have gotten a ride. McGee and Abby work on enhancing security footage while the team checks out the truck stop. The image gets clear as the team stops a tanker truck so all five find out at once the girl is EJ Barrett. At least we're spared McGee making the phone call just to find out Gibbs already knows.
ACT III:
* Conference room at NCIS HQ. EJ gets fed then questioning starts. Tony is noticably angry and focuses on having been left for dead by her. She says she thought he was dead and didn't find out otherwise for several days. Claims she didn't contact Team Gibbs because she didn't want to put them in danger, though apparently it was fine to put the Commander in danger since protecting her wasn't his job and he had a family... Gibbs shows her the picture of Stratton and she is completely sure he wasn't the shooter from that morning.
* Abby's Lab. Abby has made a composite of the shooter from EJ's description and she submits it to search for a match. Tony is also present and still being snarky with EJ. Abby is uncomfortable with it and walks away but remains in the lab. Tony, now somewhat calmer lists off the clues that gave him a feeling it was her they were tracking and goes back to asking about her not coming to him when she was in danger. Saved by the beep, computer has a match.
* Bullpen. Ziva and McGee are drilling Tony about it being suspicious that EJ would choose "living off the griddle" over getting their help. Tony responds that they are preaching to the choir. Gibbs enters, team gives a rundown of the shooter: Captain Dane, former Seal dishonorably discharged for accepting bribes from private contractors. Afterward he was hired by that same contractor. Expert in weapons and likes to carry the same type of gun used to kill Barnsway. Ziva wants to explore any possible connection with Barnsway, EJ interjects that she was the target, Ziva responds she's not taking EJ's word for anything. Dane has a cell phone on file that has just become active in D.C. EJ wants to accompany the team to the location of the phone signal, Gibbs tells her she's staying at HQ and so is Tony.
* Crime Scene. Local police are already there and have the area taped off. Dead body - turns out to be Dane - stabbed and thrown out a window. Gibbs and Ziva agree his killer wanted them to see it. Stratton briefly appears in the crowd around the tape then leaves before any of the team see him.
ACT IV:
* Restaurant. Gibbs walks past two obvious security people to a table with SecNav Jarvis and two older officers in uniform. Meeting appears to be social as Jarvis gives Gibbs an invitation to join them. As usual, Gibbs doesn't want to wait or join so he takes Jarvis aside. Gibbs wants Jarvis to talk to Latham because they may have a lead on Stratton. Jarvis interjects that the FBI already has a taskforce dedicated to finding Stratton. Gibbs pulls out the picture that contains both Stratton and Latham. Jarvis recognizes it as the Watcher Fleet but was unaware of Stratton being in the photo. He mentions EJ being MIA, but Gibbs corrects him and tells him the location of the safe house she and Tony are in. Jarvis still says he doesn't think Latham would be of use, Gibbs points out that Latham should have recognized Stratton from the hospital security footage. Jarvis reluctantly agrees.
* Safe House. Tony walks in with a backpack talking with Gibbs on the cell phone talking in code, referring to games. EJ is already there and calls the code lame. Tony mentions Jarvis is on board, EJ mentions the safe house isn't very clean. Conversation between the two is much calmer and even qualifies as civil. Tony starts to ramble about Nietzsche then mentions he's made some mistakes of his own, then looks over and sees EJ is already asleep. Tony sits in the chair and keeps watch with his hand resting on top of his gun.
* NCIS HQ. Jarvis is sitting in a conference room and Latham walks in with Gibbs not far behind. Latham says he thought they'd be meeting in Vance's office and Gibbs replies that isn't the only secure room they have. Gibbs shows the picture containing both Latham and Stratton, Latham looks to Jarvis for help, sees he isn't getting it, then says the guy in the picture isn't Stratton, but a Captain Cole, former Green Beret. Gibbs responds the name is wrong, but the person is the same. Latham continues to deny it could be Cole they are after, but Jarvis says he should bring Cole in and let them see if it's the right guy. Gibbs adds "soon" and mentions that two targets are currently in a safe house, but doesn't tell the location. Jarvis tells Latham to make it happen and Gibbs walks out with Jarvis and Latham still seated.
* Safe House. Tony is asleep in the chair, but some noise at the door and he's awake and has his gun raised before the door can open. No danger, it's Ziva bearing coffee and muffins. Tony says she could have called, but Ziva says her phone isn't getting reception. Barrett walks out of a room that was closed and makes a bee line for the coffee. Tony and his coffee head for the shower and Ziva presents EJ with a letter from her mother. EJ asks Ziva about her plans beyond NCIS and while she doesn't actually say so to EJ, her response hints that she's not expecting things to work out with CIRay.
* A Park. Cole disguised as a jogger meets up with Latham who is walking a dog. Cole seems in a good mood while Latham isn't. Latham says "they" want him to set Cole up, Cole says go ahead, he's got nothing to lose. Latham reveals the microchips were sold for a large profit, Cole responds he "can't proceed beyond the assignment until it is complete". Latham tells Cole to forget about Barrett, but tells him the name of the safe house where Gibbs has her. Latham says that Jarvis talks too much, even for a politician. He goes on to tell Cole he should leave so neither of them get caught and prosecuted. Cole responds by stabbing Latham, sitting him on a park bench, saying he has to finish what he started, and leaving with the dog.
ACT V:
* Autopsy. Latham is on the slab. Cole's stab punctured both lungs insuring Latham couldn't even draw another breath. The microchip was still in the arm, but Ducky says it was no longer active (not sure how he checked that) and gives it to Gibbs in an evidence jar. Ducky comments that trusting Cole was Latham's biggest mistake and that Cole will be difficult to find.
* Woods. Cole is running through the woods with a cammo top, plain khakis, a backpack, and a soft case for a rifle. He finds a spot, unzips the case and it actually contains a rocket launcher. He assembles the launcher and we see he has a clear view of a house. We see the scope view of the house with targeting indicators.
* Safe House. Tony is opening a hard shell case that does contain a rifle and tells EJ he is prepared for a fair fight. EJ assists in assembling the rifle while she and Tony talk movies, with EJ getting all of her references wrong.
* Woods. Scope view of the house again, giving the view plenty of opportunity to notice the door has four square window panes at the top, unlike the door of the safe house housing Tony and EJ which has triangular windows in a semicircle. Cole pulls the actual rocket out of the backpack and loads it into the launcher.
* Safe House. Very unneeded scene of EJ telling Tony how great Ziva is for him, with a couple of quick flashes of Cole aiming the launcher again.
* Woods. Cole finally fires and scores a direct hit on the propane tank in front of the house. While the missile is in air we see Ziva and McGee in the woods noting that a shot has been fired, though they don't look overly concerned about it. Gibbs tells them to move in. Cole sees Ziva coming as he's starting to pack up the launcher. He grabs the backpack, abandons the launcher, and runs. Gibbs tells Ziva to take the shot if she gets one. Cole gets behind a tree, McGee and Ziva shoot at the tree, then Ziva, McGee, and Gibbs all get together and hide behind the same rock. Lots of shots fired, but nobody seems to need to reload at all. Cole finally takes off running and the team chases until he runs right into the FBI taskforce. Gibbs comes up behind him, Cole looks around at all the guns trained on him and surrenders. Ziva and Mcgee run in and make the actual arrest, not sure if they just got there or if they were just covering Cole from out of view. As McGee is putting on the cuffs, Cole says, "Sorry for your loss, Gibbs". Gibbs pulls out his phone and gives Tony the all clear.
* Safe House. Phone call continued from Tony's end. Tony reveals that the real safe house is 20 miles away from the one that was blown up and says Jarvis must be a heck of a liar. Gibbs responds to be glad he's lying for them. Either there's a scene we didn't see where Jarvis is told the truth about the safe house or Gibbs isn't letting the team know that he lied to Jarvis about the location.
* HQ. Tony and EJ walking in the hall. Tony says he and Ziva are going out for a drink and invites EJ to come. EJ declines saying she is going home to her mom. Tony offers a ride but EJ says SecNav already set her up with a car service. Saying goodbyes EJ gets the Wizard of Oz reference correct then kisses Tony on the cheek before getting into the elevator alone.
* Interrogation. Cole is at the table in shackles as Gibbs walks in. Gibbs doesn't actually ask any questions, merely tells Cole he'd done a lot of good in the past but it doesn't make any difference now because he strayed and went bad. Cole says Gibbs has killed innocent people as well and starts singing a song about Mexico.
* Bullpen. Room is dark (don't they have any ceiling lights other than the big skylight?), Tony is at his desk and Ziva is putting on her jacket. She asks and Tony tells her EJ went somewhere safe. Ziva expresses that she is losing patience with CIRay, and it leads to a boring and overly sappy Tiva scene which is finally mercifully cut off by the ringing of Ziva's phone. Naturally the call is from CIRay. Ziva actually looks disappointed, but she takes the call and the episode ends.

Tony offers a ride but EJ says SecNav already set her up with a car service. Saying goodbyes EJ gets the Wizard of Oz reference correct then kisses Tony on the cheek before getting into the elevator alone.
* Interrogation. Cole is at the table in shackles as Gibbs walks in. Gibbs doesn't actually ask any questions, merely tells Cole he'd done a lot of good in the past but it doesn't make any difference now because he strayed and went bad. Cole says Gibbs has killed innocent people as well and starts singing a song about Mexico.
* Bullpen. Room is dark (don't they have any ceiling lights other than the big skylight?), Tony is at his desk and Ziva is putting on her jacket. She asks and Tony tells her EJ went somewhere safe. Ziva expresses that she is losing patience with CIRay, and it leads to a boring and overly sappy Tiva scene which is finally mercifully cut off by the ringing of Ziva's phone. Naturally the call is from CIRay. Ziva actually looks disappointed, but she takes the call and the episode ends.
