I'm a little stunned there's been nothing on Vance yet because I find him a fascinating character. What I like most is the way the writers, who have a lot of trouble on this show with plots and character development, have allowed for a growth between he and Gibbs. They began as antagonists and now have grown slowly toward an accommodation. Most places I've worked that has been something of a natural progression if the two people are going to actually work together well. So I'm usually unsatisfied with the way the writers work on character development on NCIS, but in this case, I think they've begun to get it right.

Part of the problem for me is although Rocky is a series regular, he's often MIA in episodes. When he's not around for any length of time I tend to forget he's even around. I found I liked him better as a married man than a angry grieving widower with 2 kids to raise on his own (not counting the nanny).
The relationship with Gibbs seems/d forced to me as well as very predictable and left little room for either character to evolve.
The other problem is the line between agency director (ie: the boss) and a senior subordinate was very blurred. The last time Gibbs showed any really respect for the office of director was when Morrow occupied the position because for me I haven't seen him [Gibbs] show any respect for Director Vance.

One of the problems with the Gibbs/Vance relationship I had was the lack of respect that Gibbs showed not only to Vance, but to Shepherd also. As mentioned above, the only person Gibbs really showed complete respect to was Morrow.
His relationship to Director Shepherd was of contempt for her and her position. Had I been Jenny, I would have fired Gibbs within six months.
But I will say that the relationship between Vance and Gibbs seems to have warmed the past couple of seasons, since the death of Ralph Waite/Jackson Gibbs. During the P2P story line, there was a huge rift between them, but after the death of Gibb father, the story lines have brought them closer.
Even to the point that Vance asked Gibbs to repair an old jewelry box that was Jackie's and to where Gibbs stated that he would vote for Vance if he ran for Congress. So in that respect, the story lines seem to be making them better together.
With respect to the limited amount of time Rocky Carroll, and Brian Dietzen spend on camera, they are both on limited contracts in which the number of episodes they appear in are kept down to ten or so. Several seasons ago, it was announce that Brian had received an extension to his contract that increased the number of shows he would do, and indeed, he is seen a bit more frequently than his first several seasons.
I'm not sure what Joe Spano's contract is like, but I do recall Belisario stating in one of the special episode commentaries in the first three seasons that he liked using Spano, but he wasn't always available to do a particular show, and thus the script had to be re-written.
Marina Sirtis was supposed to do a ten episode arch just after they killed off Eli David, but with the sudden departure of Cote, all of those scripts, and many others, had to be flushed, and that contract was either paid off or voided.
As I've stated previously, I would love to see Dietzen in more shows, however, I'm not a huge Rocky Carrol fan, so, I can take or leave Vance.

Spano, as a recurring guest star, isn't contracted to NCIS. I'm sure he tells them his schedule (did a fairly long run in a play - shaved head was for that role) so if they need him they can schedule around him.
