I mentioned them. Pretty sure she was introduced while NCIS was working with NSA and the FBI on Parsa, a few episodes before Bishop arrived.

Delilah was first mentioned (as DOD Delilah) in the season finale of season 10 and we got to meet her in the season premiere of season 11. |
