GIBBS SEARCHES FOR A WAY TO HELP A NAVY HOSPITAL CORPSMAN ARRESTED AFTER PROVIDING UNLICENSED, YET NECESSARY, MEDICAL CARE AT THE SCENE OF A HIT AND RUN ACCIDENT, ON “NCIS,” TUESDAY, NOV. 18
