Spoiler Tv is reporting a production start date of July 1st for NCIS Season 16 but I'm skeptical that this is correct. First of all, July 1st is a Sunday and the cast has never reported prior to the 4th of July holiday. It might be the start of pre-production but I would expect that the cast won't report until the second week of July at the earliest.

Technically the order is; Development, pre-production, production, post-production, Marketing (starting during the post phase, sometimes before that [depending upon studio]), then distribution.
When the writer's arrive, development starts, producers, crew heads, directors start the pre-production phase, but the actors are apart of that with the table reads; then there is a day of production where technical aspects of the show are taken care of, usually day 1 (ID photos for guest stars, wardrobe, etc.), the taping of the show, or production, lasts around 7 more days, then post-production begins. {Gotta love video production school}

Spoiler TV has updated their production date for NCIS to something that's more reasonable.
My guess is that the cast will be on set on the Friday before for a table read and costume fittings and production will hit the ground running on the 16th.
