And as someone else mentioned, why wouldn't NCIS have a copy of the autopsy report? But I kinda fan-wanked it thinking that perhaps someone higher up told NCIS to send all copies of it to <insert agency here>. But you would think Ducky or Palmer would have known about that.
I doubt someone higher up telling NCIS not to keep a copy of an autopsy report is a regular occurrence. If that were the case, Vance would definitely have remembered it, even if it happened while he was visiting the Rota office (the one branch that wasn't named for sending flowers) he would have heard about it when he got back. Vance most definitely doesn't like anyone going over his head.

Something I noticed while replaying the modified theme song, the envelope just says 'Alaska' with no actual address. This implies Gibbs not wanting to tell them where he is, though as was done with Mike Franks in the day, payroll probably knows where to mail the pension checks.

I checked the start of the episode and it actually says "Naktok Bay, Alaska". Either he's hiding out or Naktok Bay is small enough that street addresses aren't needed for locals. Either way, I'm willing to bet that Gibbs has one up on Mike Franks and probably has advanced enough to use direct deposit.

I read somewhere (don’t remember which article) that Naktok Bay is a fictional place created by the NCIS writers… it seems they took this and made a play on words: Naukati Bay is a census-designated place (CDP) in the Prince of Wales-Hyder Census Area of the Unorganized Borough of the U.S. state of Alaska. The population was 113 at the 2010 census, down from 135 in 2000.
with 113 population it sounds exactly like a place LJG would live in….

eta: remember Cicely, Alaska (pop. 839)? Gibbs would fit right in there, too… that was another fictional place with all those eccentric/quirky people - from the 90’s series Northern Exposure… that was a great show!

Rewatching for the 3rd time. When Jimmy was talking to Kasie he was wondering if Ducky knew how much he meant to him. He should have been reminded that his named his daughter in his honor, after his mother.
