well, two new writers may explain the plan to “‘ship” Torres/Bishop and LJG/Jack...
as “newbies” they apparently haven’t familiarized themselves with Gibbs’ Rules, especially this one:

I’m surprised at how much I like their interactions. —Michael In the CBS drama’s Christmas episode (airing Dec. 11), Torres and Bishop will be parents to a newborn! Or at least pretend to be. (The baby is discovered when they go to arrest a suspect and the tot has zero identification or ties to any family. The agents thus decide to watch the baby overnight in hopes they can find a parent as they work to solve the case.)

The bad news in the article is the Timeless movie is running the same night as The Orville premiere, probably with the two against each other.

While viewers were curious to discover the secrets Special Agent Ziva David kept during her time at NCIS, Gibbs was gobsmacked, as Mark Harmon made evident with his performance. As he surveyed the hidden office from which Ziva delved deeper into cases, Gibbs was near-silent, only speaking to assure McGee that he will “take care of everything,” or to bellow at Bishop for not immediately coming forward with this find. (Do it again and “you are gone,” he roared.) When Bishop later argued that Rule 10 (“Never get personally involved in a case”) was “B.S.,” Harmon was highly emotional with Boss’ retort. “Every time I look at [Ziva’s] desk, you know what I see? She is not there. You ignore Rule 10… you end up dead, just like her.” Does Gibbs still believe his “daughter” is gone? Perhaps not. But Harmon showed us a sense of loss will always be there.

seriously, folks, why have TPTB decided to revisit the “ninja-girl” character?
I wasn’t all that impressed with MH’s performance in that scene with Bishop; in fact, under the circumstances (regarding CdP’s sudden departure), it seems rather disingenuous to have him seem soooo emotional over her loss...
personally, I think the writers are running out of new and fresh ideas, so they’re recycling old stuff...
🤔 maybe it’s time to hang it up?

refresh my memory, please... what case did she get “personally involved” in that got her to “end up dead”? if I recall correctly, her death (supposedly at the hands of Kort) had nothing to do with a case...

nas TPTB must be running out of ideas, I don’t buy the Gibbs being emotional over ninja barbine either. I believe (and hope this is all just to get viewers to tune in to the show. I really they hope they don’t bring Tiva back for finale or end game for Tony in any way. Hopefully this story is not what it seems.

IIRC in Tony farewell episode, Gibbs didn't seem all that upset by Ziva's death. It seemed in a way that they were trying to erase that episode.

He seemed indifferent to just about everything- including Tony’s new life situation. A guy ending up with a nearly 2 year old and scared “witless” of little children. Most likely would have no clue about potty training. Appropriate foods. Naps. Bedtimes. Activities. Pre-school. Oh krap - I’ve gone off the rails again.

PRE-FINALE: April 30 launches a two-parter in which a 30-year-old cold case gets solved, only to have the guilty party go free on a technicality… and then get murdered. That, says EP Frank Cardea, brings to light a “sort of Star Chamber group that is seeking vengeance on people” — and which is being financed by the secret SecDef (Mitch Pileggi) account that Gibbs and Vance recently learned about. Then on May 14, Gibbs’ infamous burning of Rule 10 back in February culminates in his “inability to function properly,” says EP Steve Binder, necessitating a visit from Dr. Grace (Laura San Giacomo). Leading up to this Don’t-Call-It-a-Breakdown, there will be a “large reveal” from Gibbs that forces the team to reconcile this version of him “they didn’t know existed.”
SEASON FINALE (May 21): Colliding with Gibbs’ issues and his grappling with not getting personally involved in cases, “A younger member of the NCIS family, so to speak, lands in serious jeopardy,” says Binder, precipitating appearances by Fornell (Joe Spano) and… Diane Sterling (Melinda McGraw)?!
