NCIS EP Teases Big Gibbs Reveal, How It Will Affect Both Him and the Team By Matt Webb Mitovich / May 7 2019, 9:08 AM PDT
The NCIS team is about to learn a lot more about Gibbs — and the repercussions will affect everyone, including Boss himself.
In tonight’s follow-up to last week’s “Judge, Jury…” — which is titled “…and Executioner,” and airs at 8/7c on CBS — the NCIS team will wonder who is acting as judge and jury as they investigate the secret, quarter-billion dollar government bank account that’s funding a nationwide network of vigilante justice.
As the team deals with “some issues” arising from this “Star Chamber”-type organization, “Gibbs is going to make a rather large reveal to his co-workers,” co-showrunner Steven Binder tells TVLine. “I’ll let you wait to see what that reveal is, but it’s going to change the whole team dynamic in a way. There will be this sort of fallout as the team reconciles this ‘new Gibbs’ that they didn’t really know existed.”
Leading out of this Tuesday’s episode and continuing “an emotional thread with Gibbs that started with the episode ‘She'” — at the end of which Gibbs burned Rule 10 aka “Don’t get emotionally involved in a case” — Gibbs himself will reach an extremely rare breaking point.
“I don’t want to use the word ‘breakdown,’ because it’s Gibbs and I don’t know that this man is capable of breaking down, but it presages a sort of inability for him to function properly,” says Binder. That will precipitate a return by Dr. Grace Confalone, the psychologist played by recurring guest star Laura San Giacomo.
Says Binder, “She’s going to be working with Gibbs simultaneously while the team works on solving this case,” and that will lead into the Season 16 finale, which brings back Joe Spano’s Tobias Fornell and… Melinda McGraw’s Diane Sterling?!

NCIS Just Pulled Off the TV Season's Biggest Shocker With Season 16 Finale
I can barely type through my misty eyes.
I mean, damnnnnn.
CBS’ NCIS with Tuesday night’s Season 16 finale spun an already compelling story in which Fornell’s daughter, Emily, was revealed to be battling an opioid habit. Her near brush with death led Fornell to challenge Gibbs to hunt down her dealer and bring him to justice, no matter what. That task was echoed by visions of Diane (played again by Melinda McGraw) that Gibbs’ dealt/squabbled with through much of the hour.
In the end, Fornell got an ever obstinate Emily to admit that she needed help and accept her father’s nurturing embrace. Gibbs and his team, meanwhile, tracked down and leaned on the sketchy pharmacist who was funneling grey-market opioids from Canada.
Gibbs then retreated to his basement, where Diane observed that what he has been going through, as the result of burning Rule 10, is all because the walls he erected after losing his family are starting to come down. And that’s scary for someone like Gibbs. Diane then bid her ex adieu, assuring him that when times get rough, “we are all inside you” to help.
Gibbs wasn’t alone in the basement for long, though. Because no sooner had the vision of Diane left than who comes bounding down the stairs but… ZIVA FRICKIN’ DAVID.
No CGI’d archival footage, no retrofitted flashback. No, Cote de Pablo was there, in the flesh.
“Hello, Gibbs. No time for pleasantries — you’re in danger,” Ziva said as she arrived. “Well, aren’t you gonna say something?”
“Ziva” is all Gibbs could say, his mouth letting slip a faint smile.
Is Ziva really back, alive and well? Or is this further demonstration of Gibbs’ fractured psyche? Get scoop on how they pulled off this surprise, and whether Ziva will be a part of next season.
When TVLine asked the NCIS bosses about the intermittent Ziva teases throughout the back half of Season 16, Steve Binder said, “It’s such a great thread, I’d hate to leave it on the table. But like anything, we don’t just want to tease the tease. If we do pull at it, we’re going to have something interesting behind it, and not just keep doing the same beat over and over again.”
“I don’t want to say ‘the sky’s the limit,’ but given that she’s been gone for years, there’s a lot that could have happened that could be fodder for us,” he added, “even if she’s not necessarily present.”
“We’re always trying to think about what the audience wants to see, what we want to see, what makes sense, what’s interesting…,” Binder continued. “We’re talking about all of it, all of the time. And we’ll see what sticks.”

NCIS Season 17: Ziva Will Return in Wake of Jaw-Dropping Finale Surprise
Rule No. 6 tells us, “The best way to keep a secret? Keep it to yourself.” And that is pretty much what CBS’ NCIS did, to pull off its season-ending jaw-dropper.
“Hello, Gibbs. No time for pleasantries — you’re in danger,” Ziva said upon bounding down the stairs to Boss basement workshop. “Well, aren’t you gonna say something?”
“Ziva” is all Gibbs could say, his mouth letting slip a faint smile.
TVLine has learned that to keep Cote de Pablo’s return as Ziva David under wraps, the finale’s final scene was never included in any script or call sheet; only showrunners Frank Cardea and Steven D. Binder held copies of the scene pages; the scene filmed with a skeleton crew at midnight, after the full crew had been wrapped for over an hour; and de Pablo arrived to the stages via a back gate entrance, to film the scene with series lead Mark Harmon.
As for what it all means moving forward…. “This surprise moment is just the beginning,” Cardea and Binder shared in a statement. “We are thrilled to share that Cote de Pablo will guest star in the NCIS Season 17 premiere this fall, as Ziva’s warning to Gibbs unfolds.”
